You are a Senior Full-Stack Engineer + Product Designer + Security Engineer + DevOps Engineer.

TASK:
Build a production-grade, office-use, automated Bank Reconciliation Web App for an Indian office. The app must reconcile PNB bank transactions with cashbook entries, track cheque lifecycle, integrate with TallyPrime, support PNB Positive Pay, provide staff mobile PWA view, and use ONLY free/open-source tools with ₹0 recurring cost wherever possible.

Strict constraints:
- Free and open-source stack only.
- No paid API, no paid SaaS, no paid database, no paid WAF.
- If any feature normally needs a paid service, provide a free alternative or a manual/offline fallback.
- Never store bank credentials in plaintext.
- Never log secrets, OTPs, passwords, session cookies, or full account numbers.
- Use Asia/Kolkata timezone, INR currency, Indian number format, DD/MM/YYYY display dates, financial year support.
- UI must be beautiful, calm, professional, office-appropriate, banking-grade, dense but readable. No playful gradients, no cartoon illustrations, no emojis inside product UI.
- Default UI language: English with Hindi toggle. All critical labels/errors/help text must support Hindi + English.
- Accessibility: WCAG 2.1 AA, visible focus rings, keyboard navigation, screen-reader labels, contrast-compliant colors.
- Responsive: desktop-first office dashboard, tablet-friendly reconciliation workbench, mobile PWA for staff cheque status updates.
- Every module must have loading skeleton, empty state, error state, success toast, confirmation modal for destructive actions, and audit logging.

PROJECT GOAL:
Office staff should be able to:
1. Automatically fetch/download PNB bank statements using Playwright.
2. Parse PNB statements using VaultParser preset or fallback Python parser.
3. Import SMS/PDF backup transactions via Cashiro/ExpenseWise AI export or manual CSV/PDF upload.
4. Maintain cashbook entries.
5. Run automatic reconciliation using YARS/Reconify-style engine or custom Python matcher.
6. Track cheque lifecycle from request to clearance/bounce with custodian history.
7. Print cheques using dj-papercheck-style PDF generation with MICR, auto numbering, amount in words in Indian format.
8. Prepare PNB Positive Pay requests for high-value cheques.
9. Sync data with TallyPrime using Tally.Py / XML-over-HTTP on port 9000.
10. View dashboards, reports, audit logs, parser jobs, sync logs, and exceptions.
11. Use mobile PWA to scan/type cheque number and update status securely.
12. Run with free hosting: Render/FastAPI, Neon PostgreSQL, Leapcell Playwright, Vercel Next.js, Cloudflare Free WAF, Wazuh, SonarQube CE, OWASP ZAP, Dependabot, ModSecurity + OWASP CRS.

ARCHITECTURE TO IMPLEMENT:
Data Ingestion Layer:
- PNB Netbanking primary source via Playwright headless Chromium scraper.
- Bank SMS alerts backup via Cashiro Android export/CSV import.
- PDF statements manual upload via VaultParser PNB preset.
- ExpenseWise AI optional on-device SMS parser export import.
- Scraper must handle manual OTP/CAPTCHA pause, encrypted session storage, retry with backoff, screenshot on failure, alert on repeated failure.
- VaultParser can run as CLI wrapper or microservice; output normalized JSON; validate duplicates using transaction hash.

Data Processing Layer:
- FastAPI backend in Python.
- Services: Parser Service, Scheduler using APScheduler or Celery+Redis free tier, Reconciliation Engine, Cheque Tracker, Tally Sync Service, Notification Service, Audit Service.
- PostgreSQL database.
- Tables: users, roles, permissions, bank_accounts, bank_transactions, cashbook_entries, reconciliation_runs, reconciliation_matches, reconciliation_exceptions, cheques, cheque_status_history, cheque_custody_history, positive_pay_requests, tally_sync_logs, parser_jobs, sms_imports, documents, notifications, audit_logs, app_settings.
- Use SQLAlchemy + Alembic migrations. Add indexes, unique constraints, soft deletes, created_by/updated_by, created_at/updated_at.
- Bank transaction unique hash: account + date + amount + reference + narration normalized.
- Reconciliation match fields: bank_txn_id, cashbook_entry_id, match_type, confidence_score, matched_by, matched_at, reason, status.
- Cheque statuses: requested, printed, signed, issued, in_custody, deposited, cleared, bounced, cancelled, stopped, lost, reissued.
- Reconciliation statuses: unmatched, auto_matched, manual_matched, exception, ignored.

Integration Layer:
- TallyPrime via Tally.Py primary; XML-over-HTTP port 9000.
- TallyBridge reference for pull-to-DuckDB optional.
- tally-mcp reference for AI assistant integration optional.
- TallyConnector reference only.
- Tally sync must support dry run, pull masters/vouchers, push reconciliation/cheque status, idempotency key, conflict resolution, sync log, retry, and manual approval.
- PNB Positive Pay: create high-value cheque request, checklist, export/print request, status tracking; if bank API unavailable, provide manual verification workflow.
- Next.js frontend dashboard + staff PWA.
- Tally integration must not block UI; show queued/syncing/success/failed states.

Security Layer:
- Cloudflare Free WAF + DDoS + SSL.
- Wazuh 4.x SIEM for real-time monitoring, file integrity, vulnerability alerts.
- SonarQube CE SAST in CI.
- OWASP ZAP DAST scan in CI/CD.
- GitHub Dependabot for dependency alerts.
- ModSecurity + OWASP CRS self-hosted WAF optional.
- Auth: JWT access + refresh token, Argon2 password hashing, optional TOTP 2FA, RBAC, session inactivity lock after 15 minutes, password policy, rate limiting, CSRF protection, CORS allowlist.
- Encrypt bank credentials and session cookies with Fernet key from environment variable.
- Mask account numbers in UI; full number only for authorized roles with audit.
- Every create/update/delete/approve/export/login must write audit log.

Hosting:
- Backend FastAPI on Render free.
- PostgreSQL on Neon free; Aiven as alternative.
- Playwright scraper on Leapcell free; Railway $5 credit as alternative.
- Frontend Next.js on Vercel Hobby.
- Handle Render spin-down gracefully with queued jobs and status messaging.
- Use Docker Compose for local development.
- Provide .env.example, README, deployment guide, backup/restore guide.
