Create a completely NEW web application from scratch called PGAN Live Radar Tracker for PTFS Global Aviation Network, a Roblox Pilot Training Flight Simulator community. I am rebuilding from zero. Do not repair or reuse the previous project.

MOST IMPORTANT: Match my attached reference image as closely as possible. Build a professional aviation radar and ATC operations interface inspired by Flightradar24 and ATC24. Use a dark navy/near-black theme, blue highlights, compact left navigation, a large central radar map, a right-side aircraft details panel, thin borders, compact readable text and dense aviation information. Do not create a generic dashboard, white/pastel interface, oversized cards or excessive empty space. Match the reference image’s proportions, layout, colours, spacing and panel positions. Build a working interface, not a static picture.

Brand: PGAN Live Radar Tracker, with an original aviation/radar logo.

Create these pages: Dashboard, Live Radar, My Flights, Flight Planner, Flight Registry, Flight Verification, Flight Clearances, Notifications, Flight History, Incidents & Moderation, Administration, Settings & Help. Use consistent styling on every page.

FIRST BUILD THE VISUAL FOUNDATION:

Create the navigation rail and top operational bar.
Create the main radar screen with a large map, zoom and pan controls, aircraft symbols, headings, callsign labels, routes, waypoints and a legend.
Make aircraft selectable. Clicking one opens a right-hand details panel with Overview, Route, Clearances, Checklist and History.
Add working search and filters for callsign, aircraft type, username, flight number, verification and alerts.
Create a compact dashboard with operational summaries and a radar preview.
Make the layout responsive for desktop, tablet and mobile.
LIVE TRACKING GOAL: I want to track aircraft flying inside Roblox PTFS, including my private/VIP server. Prepare the app for an authorised live telemetry feed. Do not invent an API, fabricate live data or claim private-server tracking works before it is verified. Until a real feed is connected, use clearly labelled DEMO DATA. Show LIVE CONNECTED only when valid recent aircraft data is genuinely received. Also support NOT CONNECTED, STALE DATA and CONNECTION ERROR. Missing aircraft or pilot information must display as unavailable, never guessed.

Use reusable components, a maintainable structure and the builder’s supported backend. Do not expose secret keys in frontend code. Do not integrate Discord. Do not require paid services or local downloads merely to preview the app.

For this first stage, prioritise the visual design and the interactive radar. Do not attempt to finish every advanced feature at once. Compare the actual preview with my reference image and correct major visual differences before continuing. When this stage is complete, tell me what you built, what is still simulated and what should be added next.
