Build a complete, responsive web application called **Automated Student and Academic Staff Clearance and Tracking System for Mizan-Tepi University**.

Use React, TypeScript, Tailwind CSS, and Supabase (PostgreSQL database and authentication).

### User Roles
1. Admin: Manage users, departments, requirements, requests, reports, and system settings.
2. Student: Submit clearance requests, track progress, view pending requirements, receive notifications, and download clearance certificates.
3. Academic Staff: Submit and track staff clearance requests and download certificates.
4. Department Officer: Review assigned requests, approve or reject them with reasons, and request additional information.

### Core Features
- Secure login, logout, registration, and role-based access.
- CRUD operations for users, departments, requirements, and requests.
- Configurable departments: Registrar, Library, Finance, Academic Affairs, Student Affairs, Human Resources, and Property Management.
- Unique clearance reference numbers.
- Department-by-department approval workflow.
- Automatic progress percentage and status updates.
- Search, filtering, notifications, document uploads, and clearance history.
- PDF clearance certificate generation after all mandatory approvals.
- Admin dashboard with statistics, charts, reports, and audit logs.
- Responsive design for desktop and mobile.

### Database
Create related tables for users, students, academic staff, departments, clearance requests, requirements, approvals, notifications, documents, certificates, and audit logs.

### Security
Use secure authentication, server-side permissions, database access policies, input validation, and protected file uploads. Students must only access their own records. Officers must only manage authorized departmental requests.

### Design
Create a professional university dashboard with a sidebar, modern cards, searchable tables, progress bars, status badges, charts, and a suitable university color scheme. Use a placeholder logo if necessary.

### Important
Build a functional application, not just a static UI. Connect forms, buttons, dashboards, and approval actions to the real database. Never mark a request CLEARED until every mandatory department has approved it. Do not use fake authentication or temporary demo data as the production database.

Start by creating the database, authentication, and dashboards. Then implement the complete clearance workflow, notifications, PDF certificates, and reports. Test the functionality and provide setup instructions.
