Build a complete, production-ready application called Hellen Parent Messenger for Hellen Nursery & Primary School.

PURPOSE:
A one-way school notification system that allows authorized school staff to send announcements to parents using ordinary SMS and WhatsApp. Parents do not have a reply inbox inside this application.

PLATFORMS:

- Responsive web application.
- Android-installable Progressive Web App (PWA).
- Premium, simple interface suitable for school administrators.

CORE FEATURES:

1. SCHOOL DASHBOARD

- Total parents and registered phone numbers.
- Number of messages sent.
- Delivery statistics when supported by the provider.
- Recent campaigns and message history.

2. PARENT CONTACTS

- Add, edit, import and archive parent contacts.
- Store parent name, phone number, student name, class, and preferred language.
- Support Tanzanian phone numbers and international formatting.
- Allow one parent to have multiple students.
- Import contacts from CSV or Excel.
- Detect duplicate phone numbers and validate imported data.

3. RECIPIENT SELECTION

- Send to one parent.
- Send to a selected class.
- Send to selected classes.
- Send to all parents.
- Preview the number of recipients before sending.
- Allow excluded contacts and prevent accidental duplicate campaigns.

4. SMS MESSAGING

- Integrate with a configurable SMS gateway API.
- Allow authorized administrators to configure the gateway securely.
- Support message templates, delivery reports, sender ID configuration where approved, and failed-message retries.
- Display estimated message segments and cost before sending when provider pricing is available.
- Do not pretend SMS was sent when the gateway is not configured.
- Never expose API secrets in frontend code.

5. WHATSAPP MESSAGING

- Integrate with the official WhatsApp Business Platform through a secure backend.
- Support approved message templates for school announcements.
- Handle recipient consent, template approval, opt-outs, delivery status, and provider errors.
- Do not automate personal WhatsApp Web or use unofficial bulk messaging methods.
- Explain that WhatsApp business messaging may require a business account and paid messaging services.

6. ONE-WAY APPLICATION WORKFLOW

- The application must not include a parent reply inbox, live chat, or incoming-message management.
- The administrator only composes and sends outbound notifications.
- Explain that recipients may still reply through their normal SMS or WhatsApp applications; this software simply does not manage incoming replies.
- If an approved non-replyable SMS sender ID is available through the selected provider, support it.
- Do not promise that replies are technically impossible unless the communication channel actually supports that restriction.

7. MESSAGE COMPOSER

- Write announcements in Kiswahili or English.
- Save reusable templates for fee reminders, school closures, meetings, examinations, holidays, attendance, and emergencies.
- Support variables such as {{parent_name}}, {{student_name}}, and {{class_name}}.
- Preview the final message for each recipient.
- Support immediate sending and scheduled campaigns where supported.
- Require confirmation before sending to all parents.

8. MESSAGE HISTORY

- Store campaign name, channel, message template, recipient count, time, provider message IDs, and delivery statuses.
- Provide searchable reports and CSV exports.
- Distinguish queued, submitted, delivered, failed, and unknown statuses.
- Do not claim that a message was read merely because it was delivered.

9. SECURITY

- Secure administrator login.
- Restrict access to authorized school staff.
- Protect personal information and provider credentials.
- Validate all phone numbers and uploaded files.
- Add audit logs, backups, and data export controls.
- Follow applicable Tanzanian privacy requirements and provider messaging policies.

10. TECHNOLOGY AND BUDGET

- Use a maintainable modern frontend and a secure backend.
- Use Supabase free tier if suitable, with database access policies.
- Keep the architecture compatible with free-tier hosting.
- Use environment variables for API secrets.
- Build a demo mode with simulated messages clearly labelled DEMO.
- Never charge a provider account or send real messages in demo mode.
- Add a setup guide for connecting an SMS gateway and official WhatsApp Business Platform.
- Keep SMS and WhatsApp provider integrations modular so providers can be changed later.

DELIVERABLE:
Build the actual functional application, not just a static mockup. Test contact management, recipient selection, campaign previews, message validation, demo sending, and delivery-status handling. Clearly identify all features requiring external credentials or paid services.
